MUDA Scam: CM Siddaramaiah, Wife Parvathi and Officials Added to Investigation

Bengaluru : The investigation into the ₹56 crore land allotment scam has now implicated Chief Minister Siddaramaiah, his wife B.M. Parvathi, and several senior MUDA officials, including Mallikarjuna Swamy, landowner Devaraju, and others.
On January 17, the Enforcement Directorate (ED) issued a provisional attachment order (PAO) for 142 plots, many of which belong to real estate agents. The PAO accuses the CM and other individuals of unlawfully collaborating with MUDA officials to acquire plots under the guise of compensation for land acquisition. These plots were allegedly obtained through deceitful means, utilizing false records, manipulation, and undue influence.

Last September, based on an FIR filed by Lokayukta police, the ED had initiated a case against Siddaramaiah, Parvathi, and others under the Prevention of Money Laundering Act (PMLA), 2002. The investigation revealed that Mallikarjuna Swamy, Parvathi’s brother, had illegally distributed 14 plots as “gifts,” influenced by MUDA officials. The ED later recovered these plots after initiating proceedings under PMLA.
The investigation has also uncovered extensive illegal distribution of plots by MUDA officials and real estate operators. This involved the exchange of cash, property, and vehicles, all linked to the illicit activities of MUDA authorities.
In Parvathi’s case, it was found that a 3-acre, 16-gunta plot in Kesare village was unlawfully acquired through a notification issued on September 18, 1992, and finalized on August 20, 1997. Despite the death of the actual landowner, Ninga alias Javra, the de-notification process proceeded without any legitimate debate or examination of records. Siddaramaiah, who was a legislator in Chamundeshwari during the period of de-notification, failed to attend meetings discussing this matter.
BDA Cracks Down on Illegal Encroachments in Bengaluru
The investigation has revealed that around 1,095 plots were illegally allocated by MUDA officials, violating various statutes under the Karnataka Urban Development Authorities Act, 1987, and the Karnataka Urban Development Authorities (Allotment of Plots in lieu of Compensation) Rules, 2009, among others.
The ED has stated that these plots were distributed to individuals who were not the actual landowners, violating both legal provisions and ethical standards. This illegal land allocation scheme was facilitated through fraudulent methods, such as general powers of attorney, unsigned documents, and payment avoidance, enabling the illicit transfer of criminal proceeds into more marketable properties.
